well I think I saw probably them succeed maybe 6 time, but mostly in Rome Total War.

yeah they are trying to bribe your city.. i never saw one succeed.. so its really a waist of time hehe

heh, i know its a very mundane thing, but i just hate it when diplomats go to ur city and do ther action (which lasts for 5 seconds) but nothing happens, lol i had 5 diplomats crowded around my city and they all did it to me in the 1 turn
